Update on $5 Million Of Enhancement Projects

These projects were selected by an independent seven-person panel of community leaders and approved by the Federal Energy Regulatory Commission (FERC). The panel was charged with selecting project enhancements at or near the company’s Taum Sauk Plant to receive funding from the $5 million account. In October 2006, Ameren Corporation, parent of AmerenUE, and FERC announced a stipulation and consent agreement resolving all potential federal liability associated with the failure of AmerenUE’s Taum Sauk Hydroelectric Plant. AmerenUE agreed to pay a civil penalty and to fund $5 million in project enhancements at or near the Taum Sauk facility. The projects should be completed by July 31, 2008, according to the latest FERC determination

Emergency Management System in Reynolds and Iron Counties

Implement enhanced 911 service in three counties, two of which were previously unserved; improve emergency radio communications and radio tower transmission; expand emergency operations center building; construct a new fire house; acquire two new fire trucks and a search and rescue vehicle and trailer (North Reynolds County Fire Protection District); and acquire one ambulance (Reynolds County Ambulance District)

Two radio towers have been erected; emergency generator is installed; construction of the expanded emergency operations center is complete.

Mapping and addressing of all physical locations is complete for 911 service; emergency vehicles are on order.

Installation of telecommunications equipment is ongoing; completion is expected in the second quarter of 2008.

The firehouse is built; fire trucks are expected in spring of 2008; search and rescue vehicle and trailer have been delivered; ambulance has been delivered.

Lesterville R-IV School District

Install new roof and perform electrical repairs at Lesterville R-IV School

Install drinking water system upgrades for Lesterville, including a holding tank, a new well, and sand filter/treatment upgrades

A new water storage tank has been ordered. Engineering design and water quality analysis, and coordination with the regulatory agency are under way. This project is expected to be complete in July 2008

Bunker Volunteer Fire Department

Construct a multi-bay firehouse for the Bunker Volunteer Fire Department

Not to exceed $ 150,000

Availability of funds remaining from other approved projects has not been determined.

CONTINGENCY PROJECT

Earned interest on account could be applied to:

Cellular Phone Service

Encourage improvement of cellular phone coverage near the Taum Sauk project

Interest earnings from the escrow account are to be utilized to attract a cell phone provider to expand coverage. If a cellular provider cannot be persuaded to make upgrades, funds go to the Bunker Volunteer Fire Department contingency project, up to a maximum of $150,000

Negotiations with a cellular phone service provider are ongoing.
