Details: IL Credits for Residential Customers
A three-year phase-in to full electric rates will be accomplished through the application of bill reduction credits totaling $400 million over the 2007-2009 period. The vast majority―80 percent―of Ameren customers will realize a cut of 40 percent or more from the expected increase in their 2007 electric bill.
Fixed Credits
The minimum fixed credit amount for 2007 will be $100 per customer, increasing with customer annual usage. The table below provides the fixed credit amounts for 2007 on an annual basis by usage category:
For the initial period (January – September 2007) and for subsequent months remaining in 2007, the fixed credit will be:
1Fixed credits apply only to the current active customer of record.       Customers owing Ameren less than 60 days arrears will be issued a check for the Initial Fixed Credits in September or October. Customers with a Payment Agreement or that have 60 days or more in arrears will have a credit applied to their account in the amount of the Initial Fixed Credit.    The subsequent fixed credit will be applied monthly to achieve the annual total.
Variable Credit
In addition to the fixed credits, variable credits will be applied to customer accounts with high usage during the winter period. These credits will be retroactive from January 2, 2007 and will provide relief to those customers who were most significantly impacted by higher winter rates. The variable credits are designed to correspond with the specific level of 2007 rate increases experienced by customers based on their 2006 rate structure. Credit amounts vary by Ameren Illinois utility because rates and rate structure varied by utility. The variable credits for each Ameren Illinois utility are listed below.

² Limited to customers in premises previously served under AmerenCIPS Rate 1 in conjunction with Rider 5 (Residential Electric Space Heating Service), or AmerenCIPS Rate 1T (Residential Time of Use Service).
³Limited to customers in premises previously served under the Electric Space Heating provisions of AmerenIP Rate SC2 (Residential Service Rate), or AmerenIP Rate SC3 (Demand Management Residential Service).       The Initial Variable Credit Adjustment shall be determined for each Eligible Customer and for qualifying Former Customers based on their monthly usage from January 2, 2007 through May 2007 monthly Billing Period. The Credit Adjustment shall be provided to the Customer as either a credit on the Customer’s bill, or as a check, as detailed in the Term and Conditions of this Rider.    Subsequent variable credit for October – December, 2007 will be applied monthly to the Customer’s bill, as appropriate.    Former Ameren Illinois electric utility customers may be eligible for the Initial Variable Credit for prior usage. Former customers not automatically identified as a current customer at a new location must apply by submitting an application form to Ameren or calling their former Ameren Illinois utility to determine their eligibility to receive any such Initial Variable Credit. Former customers must apply for the Initial Variable Credit no later than December 1, 2007.    Tariffs defining the program credits, terms and conditions are filed with the ICC and available on our Web site:
