Details: IL Credits for Commercial Customers

   

Eligibility Criteria

Rider CRM – Commercial Rate Mitigation applies to any non-residential customer with a 2006 annual peak demand of less than 400 kW (does not disqualify if they exceed 400 kW since 2006) that continues to take Company supplied power and energy under Rider BGS who:

1.

was billed by the Company for traditional bundled service for every month of 2006;

2.

is a Customer of Record being served under BGS-2 or BGS-3 for the consecutive billing periods of January 2007 through December 2009;

3.

is estimated to experience an annual bill increase when comparing annualized billings for 2006 plus 40% to annualized estimated costs for bundled service using 2006 usage billed under Rate DS-2/BGS-2 or Rate DS-3/BGS-3 in effect on January 2, 2007;

4.

and had usage for the 12 most recent billing periods including the current billing period which was at least 50% of the usage during the 12 billing periods in 2006 (current and past 11 months).
  

Any customer meeting all of these criteria shall be deemed as an eligible customer.

 

Credits

Initiation of Credits: 2007

1.

If a customer receives his first credit during the September billing cycle, then credits will be 1/4th of the total 2007 annual credit.

2.

If a customer receives his first credit during the October billing cycle, then credits will be 1/3rd of the total 2007 annual credit.
  

Subsequent Credits:

1.

In 2008 if a customer still meets the eligibility criteria, credits will be 1/12th of the total 2008 annual credit for each billing period.

2.

In 2009 if a customer still meets the eligibility criteria, credits will be 1/12th of the total 2009 annual credit for each billing period.
  

These General Assembly Rate Relief Credit amounts reflect any appropriate application of bill reduction which decline over time to transition to market based rates. In some cases the appropriate application of credit declines to zero ($0.00) for 2008 and 2009. These credits are subject to the customer maintaining eligibility along with the other appropriate terms and conditions of Rider CRM – Commercial Rate Mitigation Credit.

 

Termination of Credits

Credits will terminate with the current months billing, and be prorated based on the number of days on BGS2 or BGS 3 for the following reasons:

1.

Customer finals his account

2.

Customer switches to a RES

3.

Customer switches to RTP (Note: since these are done on-cycle there would not be a prorate)

4.

Customer’s total kWh usage for the current and past 11 months is below 50% of their total usage during 2006.
